Debbie Morgan

Debbie Morgan has extensive experience in healthcare compliance, billing, and coding, bringing a robust skill set to her consultancy services. As the Compliance Officer and Safety Officer at Clínica Family Health from 2013 to 2020, she implemented an effective compliance program based on the seven elements of the Federal Sentencing Guidelines. Debbie managed numerous compliance programs, including the Federal 330 (FQHC) Program, Federal 340B Pharmacy Program, CMS Billing/Coding/Documentation Compliance, and various patient safety programs. As the HIPAA Privacy Officer, she ensured the protection of patient information, and she developed and oversaw the organization's safety program, working closely with Human Resources to provide comprehensive training for employee compliance and safety.

In addition to her compliance responsibilities, Debbie developed a Coding Compliance Program in collaboration with clinical leadership, which she presented at the HCCA’s National Compliance Institute in 2017. She also created and managed the Clinical Documentation Auditing and Coding Program, providing coding support, training, and expertise to staff in a 70-provider clinic. Debbie audited charts quarterly, offering corrections and feedback to providers to ensure adherence to coding guidelines. Her efforts in auditing and training advanced billing staff to become Certified Professional Coders, enhancing the overall accuracy and efficiency of the billing process.

Debbie’s work in compliance extended to policy development, risk management, and reporting. She regularly consulted with the executive team on compliance matters, informed them of new regulatory requirements, and provided quarterly reports to the Board of Directors. She also conducted board governance training on HRSA 330 Grant responsibilities. Debbie's proactive approach to compliance and risk management, combined with her expertise in billing and coding, positions her as a valuable asset in ensuring organizational adherence to federal regulations and enhancing operational effectiveness.

Debbie Morgan earned her degree in social work from Midwestern State University and has certificates in HIPAA compliance, HCCA healthcare compliance and she is an AAPC certified professional coder. She is proficient in multiple electronic health record systems.
